At the risk of sounding like a broken record, does it help the case if you say there is discrimination against non-participating students in that they also are *forced* to give up curriculum learning time, every week, just because other kids have opted in to this particular non-curriculum activity? If you have even just 30 mins of SRI each week, and it is conducted for 32 weeks (assuming it starts late and ends early each term) of the year, that equates to 16 hours of learning time that kids miss out on. Surely this is not insignificant.
