As far as I am concerned, all the the VCAT decision found was that the schools in question had done their best under difficult circumstances.

It has certainly felt like discrimination, why did chairman Stephen Hale apoligise to me..?The lump in his throat was not confident body languge for an innocent person… and he’ll still keep instructing when given the out, to do General Religious Education.. I liked the long pause before that decision.
