As far as I am concerned, all the the VCAT decision found was that the schools in question had done their best under difficult circumstances.

I think we can just compare this, to whats happening to the Catholic church at the moment. (again) Shouldnt it be in the hands of the moral ethical receivers? The law grinds LIKE A GLACIER, but never get too close!
